What Is PAT Testing ?

Portable appliance testing (commonly known as PAT is the name of the process in which electrical appliances are routinely checked for safety. The formal term for the process is "in-service inspection & testing of electrical equipment". Testing involves a visual inspection of the equipment and any flexible cables for good condition, and also where required, verification of earthing (grounding) continuity, and a test of the soundness of insulation between the current carrying parts, and any exposed metal that may be touched. The formal limits for pass/fail of these electrical tests vary somewhat depending on the category of equipment being tested.

The Electricity at Work Regulations of 1989

The Provision an Use of Work Equipment Regulations of 1998

Landlord PAT Testing Scotland

The Scottish Government in 2015 issued guidance on electrical appliances in private rented properties.

The guidance states that private landlords in Scotland should ensure all electrical appliances provided by the landlord under the tenancy agreement are electrically safe. One way of doing this is to have a suitably trained person PAT test all Landlord owned appliances.

Any items that fail will be labelled with a fail label and the landlord advised to have it replaced or repaired.
